With the collapse of the Soviet Union the Azerbaijani people gained a&#13;
historical chance to reestablish their independence and to develop and&#13;
strengthen the statehood of Azerbaijan. At that time very few believed in&#13;
Azerbaijan's survival and success as a sovereign state, due to the military&#13;
aggression of neighboring Armenia as well as internal political instability and&#13;
economic hardship.&#13;
After the election of Heydar Aliyev as President in 1993 Azerbaijan started&#13;
successfully implementing its strategy aimed at consolidating its sovereignty and&#13;
independence: prerequisites for the sustainable development of the country and&#13;
the prosperity of its people. Azerbaijan's National Leader Heydar Aliyev enhanced state institutions, expanded much needed foreign relations, realized a comprehensive energy strategy, laid the ground for the country's long-term perspective. Heydar Aliyev's policy to strengthen Azerbaijani statehood has been successfully continued by his successor, President Ilham Aliyev. Today's Azerbaijan takes its roots from the Azerbaijan Democratic Republic: the first democratic and secular republic in the Muslim world. Hаving existed for 23 months, it collapsed due to the shifting geopolitics of the&#13;
region. But, in this short historical period major institutions of statehood were established, including the Ministry of Foreign Affairs. Today, we proudly celebrate the 90th anniversary of Azerbaijan's Foreign Service.&#13;
Azerbaijan is a rapidly developing young democracy with a steadily growing economy and stable political system. Azerbaijan uses its economic and political assets instrumentally towards the realization of its national interests and&#13;
consolidation of its global and regional position. Azerbaijan has become&#13;
regional leader and a reliable partner in international relations. Our country is&#13;
a key player in all regional issues and no regional project of strategic importance can be realized without Azerbaijan's engagement and active involvement.
This book is dedicated to the 90th anniversary of Azerbaijan's Diplomatic Service. This volume, aimed at analyzing the challenges, efforts and achievements of Azerbaijan's foreign policy and charting a course for the future will give a better understanding of Azerbaijan's regional and international role and position to a global audience.

Energy security is a fundamental challenge for major energy- exporting states.&#13;
Most policymakers and many academics think of energy security solely in&#13;
terms of the interests of energy importers. However, the constant volatility&#13;
in energy prices and the permanent uncertainty of supply and consumption&#13;
trends create energy security challenges for both importers and exporters.&#13;
Beyond the Resource Curse examines a number of the challenges to energyexporting states that emanate from this volatility and studies the various infl uences of oil and gas revenue on exporting states.&#13;
Energy production and transport is a highly capital- intensive industry.&#13;
Creating new energy production also requires a long lead time, which means&#13;
that energy supply and demand are frequently unsynchronized. Th is creates inherent energy price volatility and the subsequent boom and bust cycles&#13;
characteristic of energy- exporting economies. Energy trade is the largest input in the world economy, and energy consumption and production trends&#13;
directly infl uence and are infl uenced by the state of the world economy. Although the ebbs and fl ows of energy prices have a signifi cant impact on the&#13;
state of the world economy, those same ebbs and fl ows can translate into tsunamis and tidal waves for energy- exporting economies. Th is can be seen in&#13;
the collapse of prices that took place with the onset of the current global fi nancial crisis that began in 2008, when the price of oil fell to under $40 a barrel in&#13;
January 2009. Just half a year earlier, oil prices had been at an all- time high&#13;
of $147 a barrel. Over the years, analysts have not been very good at predicting changes in oil&#13;
prices, further complicating energy exporters’ long- term planning. Oil prices&#13;
fl uctuate twice as frequently as other commodities.&#13;
 In the last de cade, oil prices&#13;
have been especially volatile. In 2008, for example, daily oil prices increased&#13;
or declined by at least 5 percent a total of thirty- nine times. Th is extreme unpredictability can wreak havoc with energy- exporting states’ economic and&#13;
bud get projections. Oil producers may have enjoyed rising state revenues&#13;
from 2004 to 2007, but the sudden collapse in oil prices in 2008 and 2009 left&#13;
the state bud gets and national economies of many oil exporters in turmoil.&#13;
States that rely predominately on revenues from energy export operate&#13;
in an environment of constant uncertainty that creates a built- in challenge&#13;
in state bud gets on every level of government. Th is uncertainty leads to&#13;
unstable state investments and thus oft en produces inadequately maintained&#13;
infrastructures, such as roads and electricity grids. It also creates diffi culty in&#13;
building human capital over the long term. Th is oft en leads energy- exporting&#13;
states to invest in policies that produce short- term, oft en in eff ec tive, results,&#13;
such as constructing new buildings and funding student scholarships instead of establishing comprehensive educational institutions and programs.&#13;
Th is price uncertainty also aff ects exporters’ ability to invest in and attract&#13;
investments in oil and natural gas production, which aff ects the long- term&#13;
productivity of the very source of their economic livelihoods

The present study is the result of a year‐long research project commissioned by the Azerbaijan&#13;
Diplomatic Academy as part of its “Azerbaijan 2025” series. The official start date of the&#13;
research is May 2010, though my personal interest in the subject goes back to 2006, when I first&#13;
authored a chapter on Azerbaijan’s transport sector for The New Silk Roads: Transport and&#13;
Trade in Greater Central Asia (published by the Central Asia‐Caucasus Institute at the Johns&#13;
Hopkins University in 2007). The initial goal of this study was to assess current and potential&#13;
Euro‐Asian trade and transportation links and answer one simple question: What are&#13;
Azerbaijan’s chances of becoming a transportation hub in Eurasia?&#13;
The aim was to do an in‐depth investigation of Euro‐Asian commerce and to produce an&#13;
independent and comprehensive work on how, if at all, Azerbaijan could be developed into a&#13;
transportation hub in Eurasia. Soon, as I got deeper into the research, I became convinced that&#13;
the issue of transportation cannot be studied in isolation from Azerbaijan’s overall&#13;
development strategy, in general, or from its non‐oil economy in particular. For this reason the&#13;
study you are about to read is no longer merely an assessment of the transportation sector per&#13;
se, but a comprehensive blueprint for Azerbaijan’s grand hub vision that goes beyond the issue&#13;
of transportation. This vision requires an integrated ‘bird’s eye approach’ in developing the&#13;
non‐oil economy in a way that mobilizes all of the country’s resources and projects towards&#13;
achieving one goal: Building Azerbaijan of 2030.  &#13;
Once a vibrant route for the Silk Road trade, Central Eurasia is poised to regain its historical role&#13;
as a commercial bridge between east and west, north and south.    Azerbaijan has the&#13;
ingredients to become one of the major commercial and transportation hubs in the region and&#13;
to be the country that facilitates regional transformation. Its location, abundance of natural&#13;
resources and dynamic new generation will help realize this vision. But for this vision to unfold,&#13;
one must have a clear understanding of the vision itself and how to achieve it. The present&#13;
study will offer one of many views about what this vision of the future might be and how it&#13;
could be successfully implemented. The ideas sketched out here are by no means set rules and&#13;
should not be viewed as fixed propositions. It is rather a logical framework analysis that has&#13;
been built upon a year‐long investigation in attempt to contribute to the understanding and&#13;
development of Azerbaijan’s hub vision.&#13;
The question of envisaging the future of Azerbaijan and the region of which it is part has been&#13;
at the heart of this study, thus, its main focus is on transportation, logistics and issues&#13;
associated with non‐oil sector development such as Free Economic Zones (FEZ). I hope that I have done due diligence when drafting the hub strategy for Azerbaijan and while examining the&#13;
structure of Euro‐Asian commerce, comparing alternative Eurasian land corridors, transport&#13;
and logistics sectors and proposing the FEZ concept for the country.
